DI resin chamber won't fill all the way REEF2REEF Saltwater and Reef Aquarium Forum

Just changed my RODI filters for the first time and my DI resin chamber is only half full of water. TDS meter is reading 0 both in and out. I removed DI chamber and reinstalled with the same issue occurring again. Can soneone tell me what I did wrong?
